From 2025 onwards, several notable changes in VAT regulations affecting the sale, lease or purchase of commercial properties are planned.

The definition of development land, the supply of which is taxable, will be redefined. It now specifically includes land documented in a municipal spatial planning, built-up area documentation, construction permits, or land around which construction work is being carried out for future development.

The test period for claiming VAT exemption on the supply of buildings or flats and related land will be shortened from 5 to 2 years.

Furthermore, the principle of taxing only the first sale is to be introduced. Other changes include updating the definition of a substantial change and the start of the test period.
